FSC eInvoicing Contract

The Department of Veterans Affairs, Financial Services Center in Austin, TX has awarded A&T Systems a new contract on May 1, 2016 that is a follow on to the Blanket Purchase Order and Call Order effective May 1, 2013 to continue to provide the Tungsten e-Invoicing platform. The e‐Invoicing solutions improves quality, streamlines business processes, and reduces operating costs associated with processing and paying of invoices while maximizing discounts taken and minimizing interest penalties.

As a Franchise Fund Enterprise Center, FSC offers commercial invoice processing services government-wide and this BPA award will offer government agencies the convenience of procuring these services. FSC offers e‐invoicing through A&T Systems’ Tungsten electronic invoicing application which includes direct connect or internet web form and electronic data interchange (EDI) to the vendors of the Veterans Hospital Administration and the National Cemetery Administration located across the continental U.S., Alaska, Hawaii and Puerto Rico. Almost 70% of one million invoices are processed by the FSC annually via e‐invoicing, with a goal of achieving 100% of the invoices.

A&T Systems has implemented Tungsten eInvoicing software on Amazon Web Services (AWS) Cloud platform. With the AWS implementation, we offer VA a Software-as-a-Service or SaaS based solution to meet VA’s eInvoicing needs. VA has issue a FISMA Moderate Authority to Operate (ATO) for A&T’s secure implementation of Tungsten software in AWS.

With this e-Invoicing contract FSC’s objectives are to:

  • Provide electronic invoicing solution;
  • Reduce administrative costs;
  • Improve customer service;
  • Enhance government operations, particularly accountability and performance reporting;
  • Improve customer service;
  • Create partnerships in program management, control, and oversight to reduce fraud, waste, and abuse;
  • Support continued innovation;
  • Follow commercial rules, procedures, and best practices to the maximum extent practicable;
  • Obtain detailed and tailored management reports;
  • Support continued innovation;
  • Improve government operations, particularly accountability and performance reporting;
  • Provide procedural checks and feedback to improve security and management control on financial transactions and processes;
  • Offer Dynamic Discounting to vendors for early payments
  • Perform comprehensive analysis of VA’s spend using advanced Analytics
  • Provide convenience to government employees; and
  • Take advantage of state‐of‐the‐art technology and technological advances.

VA FSC is also expecting to offer these e-Invoicing services to other agencies.
