MHBE IT Consulting and Technical Support Services IDIQ
A&T Systems, Inc. is an awarded Master Contractor under the Maryland Health Benefit Exchange (MHBE) IT Consulting and Technical Support Services Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The IDIQ provides MHBE with a flexible means of obtaining qualified information technology resources for initiatives, projects, and operations supporting Qualified Health Plans (QHP), Medicaid, dental, healthcare eligibility, enrollment, and related technology functions.
A&T Systems, Inc. is qualified to compete for MHBE requirements issued under five awarded Functional Areas: Functional Areas 2, 4, 5, 6, and 9.

| Functional Area 2 – Web and Internet Systems | Business solutions and technical support using web and Internet technologies, including the design, development, testing, implementation, and maintenance of websites, portals, web applications, web services, and associated hardware, software, network, and security components. |
| Functional Area 4 – Software Engineering | Full software development life cycle services including requirements management, project planning, quality assurance, software architecture, development, software security, validation and verification, software reengineering, configuration management, software reuse, and related engineering activities. |
| Functional Area 5 – Systems Management and Maintenance | Systems management and maintenance services including data center and system operations technical support, infrastructure operations and maintenance, systems administration, backup and disaster recovery, configuration management, and help desk services. |
| Functional Area 6 – Information System Security | Security services supporting information and computing resources, including hardware, software, applications, networks, cloud environments, data security, cybersecurity operations, disaster recovery planning, risk assessment, and related security requirements. |
| Functional Area 9 – IT Management Consulting Services | IT management consulting services including enterprise architecture, systems review for architectural consistency, strategic planning, project management, contractor assessments, risk assessment analysis, governance, and related information technology advisory services. |
Contract Scope
Through the MHBE IDIQ, A&T is eligible to compete for Requests for Resumes (RFRs) and resulting task orders issued within its awarded Functional Areas. These requirements may support MHBE healthcare eligibility and enrollment programs, technology platforms, applications, infrastructure, systems operations, cybersecurity, software engineering, and related information technology initiatives.
