Statewide Agile Resources and Teams (START) 2024
A&T Systems, Inc. is a Prime Contractor under the State of Maryland Statewide Agile Resources and Teams (START) 2024 multiple-award contract vehicle. A&T was selected for Functional Area 1 (FA 1) – Software Engineering Resources to provide qualified technology resources supporting software engineering, modernization, maintenance, and related information technology requirements throughout Maryland State government.
The START 2024 contract provides State agencies with access to qualified Agile resources and team support possessing the technical, design, and product management skills needed to modernize and maintain existing information technology systems. Services are obtained on an as-needed basis through Work Orders issued under the statewide contract.
Functional Area 1 – Software Engineering Resources
Functional Area 1 provides software engineering resources supporting the full life cycle of software system development, including process definition, requirements management, project planning and oversight, quality assurance, software architecture, software security, configuration management, validation and verification, software modernization, and related engineering disciplines.
FA 1 capabilities include:
- Estimate software development effort and schedules
- Manage full life cycle software system development
- Requirements management, project planning, quality assurance, tracking, and oversight
- Design software tools and subsystems supporting software reuse and domain analysis
- Cloud infrastructure, system development, operations, and maintenance support
- Build new systems and troubleshoot and resolve application and system issues
- Research and prioritize user needs and business requirements
- Translate software requirements and design specifications into working solutions
- Integrate and test software components
- Estimate and track software quality attributes and metrics
- Develop, configure, and manage component-based software
- Software architecture, reengineering, reuse, certification, validation, and verification
- Software security and secure development practices
- Software configuration management
- Data governance and data management
- Reporting, analytics, and data architecture
- Computer-Aided Software Engineering (CASE) tools
Agile Delivery and Software Engineering
The State has adopted the Scaled Agile Framework (SAFe 5.0 or later) as its enterprise-wide Agile development and implementation methodology unless otherwise specified at the Work Order level. A&T supports Agile delivery through qualified software engineering resources capable of working collaboratively with State technical and business stakeholders throughout the software development life cycle.
A&T’s capabilities include software engineering, application development, cloud and infrastructure support, systems integration, DevOps, testing and quality assurance, cybersecurity, data engineering and analytics, architecture, requirements management, product management, Scrum and Agile delivery, and related technical disciplines.
How the Contract Works
The START 2024 contract is a multiple-award statewide vehicle managed through a rotational Work Order process. State agencies issue Work Order Requests identifying the required technical resources, scope, schedule, performance objectives, and place of performance. A&T responds with qualified personnel and resources appropriate to each Work Order requirement.
A&T is one of fourteen contractors awarded Functional Area 1. The overall START 2024 vehicle has a not-to-exceed ceiling of $445 million across all awarded contractors and functional areas over the ten-year contract term.

To expand the depth and availability of qualified Agile and software engineering resources available to State agencies, A&T supplements its internal capabilities through established subcontracting relationships with technology and staffing partners.

As Prime Contractor, A&T remains responsible for contract performance, resource coordination, quality, compliance, and delivery while integrating qualified A&T and subcontractor personnel to meet individual State Work Order requirements.
