The State of Maryland Consulting and Technical Services+ (CATS+) Master Contract provides State agencies with a flexible vehicle for obtaining information technology consulting, technical services, and qualified IT resources through task orders tailored to specific agency requirements.

A&T Systems, Inc. is a CATS+ Master Contractor qualified in 14 Functional Areas. Through CATS+, A&T supports Maryland agencies with technology consulting, software engineering, systems integration, cybersecurity, infrastructure, business process improvement, project management, documentation, training, and related information technology services.

A&T Qualified CATS+ Functional Areas

Functional Area 1 – Enterprise Service Provider (ESP) Services supporting the design and implementation of information systems aligned with agency architectures and State IT standards, including interoperability, reliability, maintainability, and effective use of commercial off-the-shelf technologies and enterprise resources.
Functional Area 2 – Web and Internet Systems Design, development, testing, implementation, and maintenance of websites, portals, web applications, web services, and associated hardware, software, networking, and security components.
Functional Area 3 – Electronic Document Management Services supporting electronic document imaging, document management, workflow, records processing, and associated technologies.
Functional Area 4 – Geographical Information Systems Services for integrating, storing, editing, analyzing, and displaying geographically referenced information within client/server or web-based environments.
Functional Area 5 – Software Engineering Full software development life cycle services including requirements management, project planning, quality assurance, software architecture, software security, validation and verification, software reengineering, component-based development, configuration management, and related engineering activities.
Functional Area 6 – Systems/Facilities Management and Maintenance Systems and facilities management services including data center technical support, operations, infrastructure maintenance, and help desk services.
Functional Area 7 – Information System Security Information and computing security services including application and data security, risk assessment, security support, and disaster recovery planning.
Functional Area 8 – Application Service Provider Hosted and service-based application solutions combining software, hardware, networking, and supporting technologies.
Functional Area 9 – IT and Telecommunications Financial and Auditing Consulting Services IT and telecommunications consulting services including cost and financial analysis, information systems auditing, quality assurance, and telecommunications systems management.
Functional Area 10 – IT Management Consulting Services IT management consulting including enterprise architecture, architectural reviews, strategic planning, project management, contractor assessments, and risk analysis.
Functional Area 11 – Business Process Consulting Services Business process analysis and improvement services designed to reduce redundancy, improve productivity, streamline operations, and reduce cost.
Functional Area 15 – Electronic Benefits Transfer Technical infrastructure and related services supporting the development, enhancement, or modernization of Electronic Benefits Transfer systems.
Functional Area 16 – Media and Training Center Support Support for multimedia and training environments including planning, analysis, integration, implementation, operations, maintenance, training, documentation, administration, and instructional systems design.
Functional Area 17 – Documentation/Technical Writing Development and maintenance of system documentation, user manuals, operations and maintenance documentation, training plans, test plans, quality assurance plans, contingency procedures, standard operating procedures, policies, presentations, and other technical documentation.
